緬甸開門 放行3國銀辦事處

緬甸政府開大門，包括中信、元大、新光等三家銀行4日均拿到緬甸政府發出的仰光辦事處許可執照；金融業者透露，這次緬甸政府總共將許可7家台資銀行設立辦事處，這只是第一批對台資銀行設置仰光辦事處的開放，接下來還有4家也向緬甸央行申設辦事處的台資銀行，最慢都將在今年底前拿到緬甸政府發出的籌設許可。

時隔一年，緬甸政府終於開放台資銀行進場，這張執照對台資銀行可說得來不易，但從7家銀行相繼申設仰光辦事處來看，緬甸顯然已成銀行業者拓展海外市場的兵家必爭之地。

其中，元大銀繼香港辦事處之後，除了透過併購取得菲律賓東洋儲蓄銀行之外，接下來第三處海外據點就是緬甸辦事處，可見元大銀對緬甸商機的重視；新光銀同樣是繼胡志明辦事處後，下一步鎖定的就是設立緬甸辦事處。

根據元大銀內部評估，其他東南亞國家都已遍布台資銀行，緬甸卻可說是新生地，因此去年申設新據點就直接瞄準緬甸，元大銀、中信銀均預計今年底前完成辦事處設立。

元大銀高層昨日分析，緬甸近年來政經情勢愈趨穩定，且有豐富的人口紅利，不僅人口數居亞洲第四大，而且不少基礎建設正才開始，目前很多台商營造廠都過去當地，此外還蘊藏天然資源等龐大商機，也有許多外資企業湧入，值得國銀前進布局，成立辦事處可先以此為基地，搜集商情資訊。

中信銀則分析，目前緬甸約有200家台資企業，投資經營事業包括玻璃纖維水塔、漁船、紡織成衣、製鞋、光學鏡片、冷氣空調、包裝膠帶等，也有與當地合資開發工業區及經營進口產品代理業務，若合計緬甸辦事處，今年底中信銀的海外據點將有104處。

新光銀行計畫在今年第3季完成辦事處成立，對於緬甸市場，新光銀分析，緬甸擁有豐富的天然資源及成本低廉的勞動力，快速吸引台商及外資企業前往投資，企業對於貿易金融服務需求也顯著增加，緬甸民眾生活品質持續改善，對金融服務需求提升，是東協具高度發展潛力的市場。
